The U.S. also uses military for purely positive things: DARPAnet, aeronautics research, trauma care research, Army Corps of Engineers, policing in crises, serving after natural disasters, etc. Whether those things combined with the negatives all add up to a net positive is another question, but the point is modelling military size and spending as a game of Risk is too simple.
