Big Company X: Speaks with big fancy words about technology that the government doesn't relatively understand, so they use that to manipulate said government into accepting the technology, because it sounds "fancy" and thus it must be good. Of course it would be spoken in a formal and possibly legal way too, which will cause even more confusion for the government department that the idea is being pitched to. The result? Expectation: A government that wants to adapt good technology and morally acceptable ways to have a great sociey. Reality: A big company that "tricked" the government into thinking they will reach their expectation, when really they're just attempting to drain the government for its money, as well establish somekind of "power" in the society.
