Some people are only hired for the project and go away when the project is done. Those people are hired through a contracting firm; and the contracting firm finds them employment when the project is complete. For us, it's easier to "hire" through the contracting firm because they usually worked with each other in past projects. A recruiter has very little direct experience with a candidate. Ironically, things would be easier if recruiters always sent us "formality" interviews and the contractors needed tighter screening. This is because it's easier to hire a contractor for 3 months and choose to renew the contract.
