You know, there are a lot of cool things I've learned that I wouldn't have learned if reposts were strictly controlled. I would even hypothesis that an ideal web community in the vein of reddit or HN is not completely void of reposts. There must be some ideal percentage that makes the site most useful/successful. Don't know where on the number line those figures land, but sharing something that crosses my mind when I see a repost. HN seems to have a decently low number, IMO.
