Java virtual machine could have had better integration into OSs and browsers, but it's licensing model made it impossible. I worked with Applets on the browser and had a lot of potential, but probably it was too soon for them as computers where slower and Java was not so will optimized back then. WebAssembly doesn't has this history and it can be used in ways that Java has been discarded for historical reasons.
