If the regulation in effect forbade anyone from using a service that did not do that, then yes, it very clearly would be. That doesn't mean the two (the GDPR and a fictional law that did just what you said) were equally prohibitive, in case that was the implication.
But I take your point, since I never mentioned anything about degrees of prohibitiveness.
