Yes, I'm aware that companies do that kind of surveillance on their own property. But what Google is trying to here is test out how to build entire cities. Surely you see the important difference and user expectation when it comes to a very clearly designed and secured corporate building or campus vs. an entire section of a residential and commercial city.
