That's not exactly true. There are services which take your cases for delayed or canceled flights for keeping a percentage of the redeemed money. It must be said that carriers brought that to themselves by stonewalling customers despite pretty clear laws. But this is rather an exemption. Personally I would love to see similar services for GDPR. However the structuring of the law makes this unlikely, I believe.
