Although anecdotally I agree with the statement, I agree with the pretense that those who consider themselves bright but are actually not are in reality the most likely to mock others for being less so. I've never seen a college professor, or a doctor, or an astronaut (all kinds of people I imagine to be actually intelligent) openly mock anyone.
