I'm simply advocating apportionment as the founders intended with Amendment the First.

  The founders also very explicitly intended for the aristocracy to control the government, because the proles (even land-owning ones!) can't be entrusted to make good decisions. A lot of what they intended was incredibly self-serving, at the expense of their subjects.
