It seems obvious to me that by "Wikipedia" he is referring to the Wikipedia admin (https://en.wikipedia.org/wiki/User:JzG https://en.wikipedia.org/wiki/User:JzG) who quashed user KalHolmann's attempts to discuss the issue of Philip Cross's campaign of biased edits. Did you not read the link?
