We came to many of the same conclusions. This is why my co-founder and I decided to relocate to the UK in order to set up our bank. The friendlier regulatory ecosystem here is just a huge advantage compared to the US. Plus, there's still a pretty clear path to getting a national US banking license - it just requires you to expand in from abroad, rather than trying to build it within the US.
