Someone still needs to implement the frameworks that these so-called embedded engineers will be using! The article is right in that users of embedded devices now expect a lot more software support. I work for a semiconductor manufacturer supplying devices to tier 1 auto electronics companies and these customers expect a full OS port with drivers and middleware for the device (including a lot of graphics processing for ADAS applications).
