The goal is to grant the EU large new powers over the private sector and in particular over American tech firms, who will repeatedly be fined and treated as, effectively, a new source of tax income I'm guessing the rest of the world will just pull their operations out of the EU and then ignore the law. It obviously has no jurisdiction outside of the EU...despite what EUrocrats and some propaganda here on HN would have you believe. The rest of the world could also impose sanctions on the EU for illegally claiming global jurisdiction.
