I'm sure there are many non English programming communities, but somehow the pieces that are used to build the syntax of a programming language are mostly English (with a few rare exception) So I don't think you _need_ it, I think you need to speak the language of your closest programming community (mandarin, french whatever) and you'll happen to use English keywords.
