I've seen it both ways, I was on a hiring committee that interviewed a candidate who was techinically a great hire, but he had a bad personality and kept correcting one of the other interviewers. We didnt hire him because of a culture fit. I was on another committee one time where the candidate was muslim and had to pray during the four hour onsite technical interview. My boss said we couldn't hire him because he wouldn't be a good culture fit. One of those teams I stayed on for 2 good years. The other I wish I had quit earlier.
