Yes it is but that's a moot point. Democracy is also a threat to capitalism and if we don't have the right check and balances in place democracy is a threat to minorities. As the saying go, democracy is the worst kind of system besides all the other systems. No system is perfect but a democracy based on capitalism is as good as we know how to make a system because it handles "irrational agents" fairly well. The right way to approach this is to look at how is capitalism a threat to democracy and then make sure we have the proper mechanisms to deal with that.
