They couldn't offer an answer using bitwise operators. They knew mod 2. Most web developers (front and backend) will never use bitwise and many don't have college degrees so they didn't use it in college. It is actually quite understandable that they won't. I've used bitwise here and there in backend code in my 20+ years of web dev but never in a case where it couldn't be rewritten as slightly less efficient but more readable code.
