The majority of the English-speaking public (myself included) IMHO will misinterpret the meaning easily because it is extremely common to use "arrest" colloquially to mean custodial arrest. It is not commonly used to describe non-custodial arrest / ticketing. Most news publications are written with the understanding that the general public will be reading it and takes into consideration their understanding and common use of language. I appreciate the extra information, but I find your qualms here unnecessarily pedantic.
