Yes, right now we were more focusing on the 1:1 case. Our OfflineVirtualMachine is basically a StatefulSet with replica 1. For stateless scaling we have a VirtualMachineReplicaSet. A StatefulVirtualMachineSet will probably be added soon to KubeVirt.
