In my neck of the woods I think the problem is a lack of software managers, not a lack of talented developers -- maybe things are different in Silicon Valley. Somebody who could do very well in an organization that manages tasks, deadlines, architectures and conflicts well could be an NNPP or a ZNPP in an organization that doesn't.
