I don't know about brain development but I think that it tends to encourage narrowmindedess. When you only have a few options and choosing the wrong one is potentially devastating, you tend to zero in on the safe and sure choice. Iterate on this a million times and you have a person who will tend to stick to the status quo and dismiss other options.
