I'd like welfare to be a system that gives people food, shelter, clothing and hygiene rather than "free money". also that shelter would allow people to run a business without fear of that free stuff being removed from under them. it would help battered wives/husbands and young adults get on their feet. would also help governments build those desperately needed (communal) homes that they promise.
