If you're a male, that number is usually much smaller than a female. My suggestion, find a hobby, a side venture, whatever it is, that integrates you into the local social scene. A few years ago I started doing food/cocktail promotion and the amount of social experiences I've had since then has skyrocketed, and yes some actual friends have come of it. They may not be childhood close friends level, but we're all on the same page. Everyone knows it's hard, and that's why we get together.
