I have trouble seeing this as anything more than irrational territorialism and/or a disingenuous defense of the pork barrel status quo. If we are unwilling to try something new because we decided fifty fucking years ago that it was a bad idea, we're done. Time for NASA to hang up its space helmets and watch China (or possibly SpaceX, BO, etc. using private funds) take the next steps.
