(Africa has cheap labor but where are its smartphone manufacturers?) China has a city like Shenzen with thousands of electronics makers. China has lots and lots of engineers of various kinds. China has pro-industrial development governmental policies, labor rules and environmental rules. We cannot simply look to labor pay rates. It's a much larger system.
