In an honest world, nobody at Facebook should be able to access people's personal data without their explicit permission on a case by case basis. if it was encrypted in a proper fashion and the work flow was correct, (if Facebook really cared about users rights) there would be no possibility of anyone other than users from accessing user's personal information.
