The #1 drug responsible for violent behavior is alcohol. It's legal. In fact, the answers to your other two questions can also be explained away with "alcohol already applies here and it's legal". Assuming you have equal access to both, it's far easier to be a functioning opiate addict than it is to be a functioning alcoholic. I have been both an alcoholic and an opiate addict, fortunately I am not a current user of any drugs.
