There seems to be a clear solution: sandbox all questions. Allow 'dumb' users to ask 'redundant' questions and be answered by helpful people who 'encourage such behavior'. Then let the zealous content curators search for sufficiently original or 'valuable' content to add to the archive. Also, if they're going to blame bad questions on bad searches then perhaps they should rework their search algorithm.
