If you're just sending SMS, why not use one of the abundant tier 1 providers (http://www.usshortcodes.com/csc_aggregators.html http://www.usshortcodes.com/csc_aggregators.html) and pay bulk rates? I think we get something around 1c per outgoing, and 1/3c per incoming.
