Tk is pretty fast. It has bindings in multiple languages, though I'd suggest TCL. There is a starkit idea floating around, where people package a binary for each platform along with any other dependencies. It is much lighter than electron. edit: to be clear, one clickable thing that works on mac, windows, linux, and... maybe arm? there is an androwish, but I haven't tried it.
