It's not just that the pay is a problem (although it usually is). It's also that if someone has been in a role for a long time and has not bothered to level up their skills enough that they could pass at least our Mid bar, we question if they have enough initiative to move beyond a Junior role once they're here -- and we don't want people to be Juniors forever.
