i think this is a false statement. i have worked for companies with lots of user data. the tools to download or retain all user data for legal reasons existed although they were not customer facing. one particular company i worked for had a tool to download all files to disk and partition into ~700mb chunks, helping you achieve the end goal of burning to files to CD rom. this was used frequently during subpoenas. i see the ability to download and delete your account as a good improvement
