This sounds nice but shifts to a different set of problems. Any kind of job guarantee is bound to create lots of filler jobs, jobs which don't really need to be done by a human whatsoever, but, gotta make sure everyone has a job! Safety regulations? add more until you need to hire someone whos 'qualified' (Gas pumping for example)
