Why does Uber inflate wait time for Pool riders using Commuter Benefits?

When riding UberPool, if you toggle payment from a credit card to Commuter Benefits, wait time will often substantially increase -- usually from around 2 minutes to 9 minutes. The wait time will drop back down if you toggle payment back to a credit card. What is the reason for Uber to increase wait time for Pool riders using Commuter Benefits?
