Berlin has a good tech (and music and arts) scene but there's quite a bit of snobbery imho. Cheap for Europe though. Barcelona has better weather. There's a scene in the coastal towns of Morocco now too, which is much cheaper than anywhere in Europe. Not Western of course but the nature inland is beautiful.
