When the net/web was first rolling out (or my first exposure to it), I recall thinking, "This is it, universal communication, no more politics/propaganda/dark-ages-of-information-is-over etc". Then we got Google, Facebook and the cadre of TLA's and criminal orgs turning it into a panopticon and a tool to manipulate people. I think no matter what technology or tool we create, it'll be abused because that's the society we've created - one that encourages and rewards this behaviour when performed by a small group of very greedy, very misanthropic people.
