It's hard for anyone on the outside (like us) to say, but that doesn't mean there isn't any. What benefit did Than Shwe receive by stepping down as Prime Minister of Burma? That act pretty much ended the military dictatorship that existed there for decades. Strong-man governments do occasionally dissolve themselves voluntarily. Shame it doesn't happen more often, but it does happen.
