Good? Meh. Necessary? Probably. No one likes paying taxes and, given the chance, people will either willfully or accidentally take advantage of the system. There needs to be a system in place to keep people and companies honest so that the system is fairly applied. I think that's a subject entirely independent from the simplicity of the tax system. It needs to be as straightforward as legislators can make it.
