Engineering is a discipline in which new endevours are undertaken with repeatable processes defined by the knowledge and experience learned from previous engineers' efforts in the same domain, codified in "professional standards."
For problem domains whose solutions are manifest in well-known artifacts, such as bridges and buildings, these standards have been established over several centuries. Still, failures persist which cause refinement in said standards, though at a low enough frequency where the failures now are seen as aberrant conditions.
Where software practitioners study the techniques and/or practices reified by accomplished predecessors, assimilate lessons learned from the practitioner's own efforts/failures, and refine a documented repeatable approach that incorporates the aforementioned, there is little cause to refute the title of "software engineer."
