No it doesn't. Maybe the agreement when you use that feature does but if they really wanted to/cared enough they would make it so it only works while your hands are on the wheel.
I'm still on the fence and think commercially releasing this very experimental technology as a product to the public is incredibly irresponsible.

While facebook is in the news as a reminder that companies that unethically exploit the lack of regulations in emerging technologies for the competitive purpose of getting higher customer adoption will, at one point, have to report to congress and become responsible.
