I guess it makes sense thinking of it as reasonable vs. unreasonable. It didn't make sense to me at first, because I think working from home could add to quality of life, and it felt as if they were specifically saying you NEED to commute. But it probably just means, if you do commute, don't make it 2 hours each way.
