The idea is that users will no longer give services so much data if it's guaranteed to become public (and thus services will no longer require or even ask for it), so the rule will tend to enforce itself.
And if they do, then the data being public prevents those services from gaining a competitive advantage from the data, thus making it easier to compete with them, and resulting in a more competitive market and thus better services at lower cost for users.
