Avoiding specific problem from reoccurring is not the goal either though. What is the root goal? Why do you want to prevent specific problem from reoccurring? Maybe you just want to limit the scope of the problem or of all such problems and maybe it will have much better overall effect on the system. I think the point author tries to make is that root cause analysis is a broken thinking model that doesn't lead to actual quality improvement.
