There's a mild difference, in that China has been kidnapping people to take them back to China, where they can be coerced mercilessly. Because we have Constitutional protections in the US, we sent people to other countries... where they could be coerced mercilessly. Given the relatively recent poisonings of travelling North Koreans and former Russian agents, I don't think that China is the first competitor in extra-territorial clandestine human rights violations.
