I agree with many of the responses here and it makes sense to design your applications around the database limitations... But at the end of the day, it's a service level management issue. While it's easy to understand the bias to look for solutions without the aforementioned DBA, it's going to take a pretty significant, collaborative effort to define policies that works for all stakeholders. The sooner the better! It's going to be a bit painful but I'd focus on addressing the root of the issue at hand. My two cents :)
