Google didn't do a clean room implementation, so it's difficult to speculate what this decision might indicate for some other case involving a clean room implementation. (And yes, I know: The overwhelming majority of the work was a clean room implementation, but not all. In retrospect, this was an unfortunate mistake by Google.)
