I doubt it's _that_ uncommon in the UK -- most of the mobile providers offer home broadband services, often at a discount for mobile subscribers. Struggling to find specific/up-to-date numbers, but e.g. Vodafone have >300,000 home broadband customers (which is not an insignificant amount) and EE have around 900,000.
