I imagine they have some extra data that gives the algorithm an extra push. How many files in this folder are flagged as porn? Which percentage of the user's files are flagged as such? Do these files match any of our hashes of known illegal content?
In other cases, I can imagine an employee reviewing borderline cases. I can also imagine that the person in charge, rather than jacking off to those pictures, might be drinking whisky from the bottle to forget what he sees every day. But I imagine that Google would rather delete the data and shrug - they are not known for their love of human reviewers (see You tube's strike system).
