    A medicine for approximately 5000 people in the entire country. People with AIDS and toxoplasmosis. IIRC the increase is distributed among the entire population and he gave the drug for free to the small portion of people who didn't have insurance and couldn't afford it. If anything he ripped off insurance companies.
